The Republic of Kazakhstan calls for foreign applicants, including persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan for full-time studying under Bachelor, Master and PhD educational programs.

Eligibility Criteria

Requirements for applicants for the bachelor's degree program

  • The candidate will receive higher and (or) postgraduate education under the scholarship program if he/she is studying for the first time at each of these levels;
  • a copy of your identity document, including a copy of your refugee certificate (If Applicable);
  • a copy of the document on the previous level of education with a transcript and annex (if any) and a notarized translation into Kazakh, Russian or English. For applicants for a bachelor's degree - the average score of the document on secondary education - at least "good" (except for persons with a refugee certificate). In their absence, the applicant must submit a certificate from the organization where he studies, information on grades for the current period, along with a notarized translation into Kazakh, Russian or English;
  • a motivational essay in Kazakh, Russian or English;
  • 2 letters of recommendation in Kazakh, Russian or English from the educational institution or employer where the candidate studied;
  • a medical certificate of health for study abroad, issued by the official health authority of the applicant's place of residence, as well as a medical certificate confirming the absence of human immunodeficiency virus (HIV) and AIDS;
  • completed questionnaire;
  • Invitation letter from the Kazakhstani NGO (if available).

Requirements for applicants to the Master's degree program

  • The candidate will receive higher and (or) postgraduate education under the scholarship program if he/she is studying for the first time at each of these levels;
  • copy of identity document;
  • a copy of the document on the previous level of education with transcript and appendix (if any) and a notarized translation into Kazakh or Russian or English (Bachelor's or specialist's diploma with an average score of at least 3.0 (out of 4.0) GPA or its equivalent received at an educational institution;
  • a motivational essay in Kazakh, Russian or English;
  • 2 letters of recommendation in Kazakh, Russian or English from the educational institution or employer where the candidate studied;
  • a medical certificate of health for study abroad, issued by the official health authority of the applicant's place of residence, as well as a medical certificate confirming the absence of human immunodeficiency virus (HIV) and AIDS;
  • completed questionnaire;
  • Invitation letter from the Kazakhstani UNRWA (if available);
  • International certificate confirming proficiency in a foreign language:
  • English proficiency: Test of English as a Foreign Language Institutional Testing Programm Internet-based Test (TOEFL IBT, minimum score - 46, Test of English as a Foreign Language Paper-based testing (TOEFL PBT) minimum score - 453, International English Language Tests System Academic (IELTS Academic), minimum score - 5.5;
  • for German language proficiency: Deutsche Sprachpru?fung fuer den Hochschulzugang (DSH, Niveau B2/B2 level), TestDaF-Prufung (Niveau B2/B2 level);
  • French language proficiency: Test de Français International (TFI) - not lower than level B2 in the reading and listening sections, Diplome d'Etudes en Langue français (DELF), level B2, Diplome Approfondi de Langue français (DALF), level B2, Test de connaissance du français (TCF) - not lower than 400 points;
  • Chinese language proficiency HSK – Hanyu Shuiping Kaushi, not lower than level 4;
  • An international certificate confirming proficiency in a foreign language is not required for individuals whose country of residence is the official or language of instruction at the previous levels of education and whose educational institution has been in operation for no more than 5 years.

Requirements for candidates for doctoral studies

  • The candidate will receive higher and (or) postgraduate education under the scholarship program if he/she is studying for the first time at each of these levels;
  • copy of identity document;
  • a copy of the document on the previous level of education with transcript and appendix (if any) and a notarized translation into Kazakh or Russian or English (Bachelor's or specialist's diploma with an average score of at least 3.0 (out of 4.0) GPA or its equivalent received at an educational institution;
  • a motivational essay in Kazakh, Russian or English;
  • 2 letters of recommendation in Kazakh, Russian or English from the educational institution or employer where the candidate studied;

Your Scholarship Journey Doesn’t Start with an Essay

I learned this firsthand.I was awarded the Commonwealth Shared Scholarship to study International Law in the United Kingdom during the 2022/2023 academic session, but it did not happen on my first try. The first year I applied, I thought I had done everything right. I started preparing about a month before the scholarship deadline, which to me then seemed early enough. I wrote my essays diligently and submitted before the deadline.However, I was utterly disappointed when I received a rejection email a few months later. I asked myself, “How could they? I put in a lot of effort.”I applied again the following year, and this time, I was successful. So, what changed? Two things: information and preparation.In my second attempt, I began preparing almost a year ahead. I had realised that every scholarship application needs a hook, and how well you fit into that hook and its appeal to the selection committee often determine your chances. In other words, you need a relevant niche and a coherent, compelling story that ties together your experiences, interests, reasons for applying, and future aspirations.All these take time. So, if you are planning to apply for a scholarship, here is my advice: start early. Do not wait until the call for applications opens. Identify your theme and your overall story, because they are not the same. Read till the end and I will briefly explain the difference. Then highlight any gaps and start working to fill them.Every activity you engage in, including volunteering, short courses, and work experiences, becomes a building block for your narrative. And if your path is not perfect or linear, that is okay. What matters is how you tell your story. Explain the gaps and show growth and purpose.When the time comes to write your essays, do not rush it. Gather information. Read successful applications and consult others who have been through the process, either in person or through their online content on platforms such as YouTube or LinkedIn.Finally, remember that applying for scholarships takes resilience and patience. Some people get it on their first try, while others, like me, get it after learning from failure. Most importantly, put your best foot forward and leave the rest to God.Bonus tip: In this context, your theme is the niche or central focus that runs consistently through your entire application. Your story is the narrative that ties together your experiences, your motivation for applying, and your future aspirations.
